Julia started out as a low level telepath prior to undergoing gene grafting and physical enhancement as part of the Weapon Plus Program to give her the mutant powers of her brother, David, as well as putting her physically on par with him. In the years since, those enhanced abilities began to degrade, but have boosted her telepathic powers as a result.

Hand To Hand Combat Proficiency: Julia is fully competent in the modern combative styles of the US Military, CIA, and the former S.H.I.E.L.D. organization. She has base level understanding of Snake's CCS techniques.
Weapons Training: Stenbuck is well versed in the standard arms used by the US Military, SHIELD, and law enforcement.
WEAPONS AND EQUIPMENT:
Glock 23 I.C.E.R. Mod: A standard Glock 23 modified by SHIELD to function as an ICER, or Incapacitating Cartridge Emitting Railgun, as part of their non-lethal arsenal. Less prone to killing than her allies and counterparts, this has become her main sidearm. The weapon fires Dendrotoxin-based rounds to stun, slow, or immediately render individuals unconscious through rapid absorption through the skin or inhalation from the gases left behind by the impacts. The ammunition is small enough to fit in the magazine well along with a battery, with enough rounds per magazine to fire off 40 rounds per reload. The magazines are small enough to comfortably hold multiple magazines for hundreds of rounds if necessary. The weapon is tinted a slight shade of blue to distinguish it between standard, lethal versions of the Glock to avoid a mixup.
Escrima Sticks: Julia carries two collapsing Escrima Sticks with Wakandan Vibranium cores to maintain their longevity. Nothing too special about these other than it still hurting a lot when getting hit by them.
Julia is in possession of ICER variants of other lethal firearms that she may use depending on the occasion. But with SHIELD defunct and ICER creators Leopold Fitz and Jemma Simmons hard to come by, they're used sparingly. Regular weapons are also in rotation.
Weaknesses
Splitting the focus of her psionic abilities will reduce her efficacy. Significant bodily will kill her if it's too much for her healing factor to keep up with.
HISTORY
The older sister to both David and Leon Stenbuck, she followed a similar career path to her younger siblings, leaping to the military to various organizations. Having some pent up resentment toward the middle sibling, David, Julia did find her way into Weapon Plus in spite of her brother's constant warnings, but managed to free herself from the organization following her augmentation before ending up in the CIA and later SHIELD, where her career would put her in a chance encounter with Snake and a paramilitary outfit he was loosely affiliated with that went by various names, from Stony Man to Phoenix Force.
It was her partnership with this group that she would meet her best friend, Diana Kennedy. And on a mission in Japan looking into an underground fighting ring, the two were captured, only to be rescued by Snake and the X-Men. With her brother David as a member of the X-Men, their continued encounters allowed for them to patch up their relationship. In time, the two of them would come up against Weapon Plus, where their younger brother Leon found himself entrenched with, and were able to free him from their grasp as well.
The siblings free from Weapon Plus and their family issues straightened out, they split their time between working with the X-Men as well as partnering with Snake. During one of those gaps, they were kidnapped by Weapon Plus and Nathan Pliskin, under telepathic command of a brainwashed Naomi Madison. Under the command of Nathan Pliskin, they were forced to fight the X-Men as they hunted for the Mutant Messiah, later known as Hope Summers. When Armitage broke free of her Weapon Plus programming, Julia and her siblings were freed as well, but Diana and her younger brother would later die in the same fight by one of Nathan's other Weapon Plus subjects.
Following those events, David retired from the X-Men while Julia stepped back for simpler contract work for various governments around the world. She has kept in contact with Snake and the X-Men, performing a handful of off the records missions for those in charge as things build toward a new future for mutantkind.

Psionic Augmentation: Stenbuck's psionic abilities created an imprint of her enhanced physicality, resulting in her telepathic powers siphoning ambient psionic energy from her environment. With some effort, she can tap into the psionic energy of others, as well as the astral plane, in order to increase her powers further.
- Telepathy: Julia is capable of reading minds and creating links with others for communication.
- Perception Shift: Julia can trick the senses of individuals within the radius of her telepathic powers, preventing them from noticing slight and otherwise overlooked movements. This can help hide her presence in stealth missions and prevent people from noticing feints in direct combat. Doesn't really work on people putting all of their focus on her, though.
- Telepathic Competency: By way of her telepathy, Julia is able to glean and learn movements and techniques at an accelerated pace as demonstrated by her gaining her combat skills and rising through the ranks of government agencies and SHIELD at a rapid pace.
- Psionic Physicality: Thanks to Weapon Plus, Julia had an increased level of strength, speed, durability, and healing. The genetic modifications have faded over the years, but with the psionic energy being drawn into her, Julia has so far kept the degradation at bay, granting her low level superhuman stats of varying degrees depending on how she uses her powers.
- Psychic Healing: The brunt of the psionic energy is used to maintain her healing factor. At its current levels, Julia can recover from moderate to severe injuries like gunshots and broken bones in up to three days depending on her condition beforehand. With psionic energy, she can speed that up to a full recovery within three hours under optimal conditions. She cannot regenerate missing limbs, organs, or severe brain damage.
- Psionic Lightning: More a spark than lightning, this remnant from the genetic grafting of her brother's mutant powers, Julia can generate an electrostatic burst through her hands on par with a taser, but at the expense of all function of her other psionically boosted abilities. She generally uses this to augment her equipment by acting as an extended power source rather than as an attack.
