The Council is twelve-member governing body tasked with creating and enforcing the laws of the nation-state upon Krakoa .. The Council of twelve are.. Professor X, Magneto, Apocalypse, Mister Sinister, Exodus, and Mystique, Black King, the White Queen and Red Queen, Storm, Jean Grey, and Nightcrawler.. Other adjunct members like Cypher, Krakoa, Cyclops and the War Captains and other join in creating and enforcing laws.. PRISON GROTTO- The mutant jails..
